Emergency Lighting Monthly Test Requirements

A failed emergency light is rarely obvious during normal trading hours. It becomes critical when the mains supply fails, visibility drops and people need to leave the building safely. Meeting emergency lighting monthly test requirements gives duty holders evidence that escape routes, open areas and high-risk task areas will remain illuminated when needed.

For UK commercial premises, the responsible person must make suitable arrangements to maintain fire safety measures. Emergency lighting is part of that wider duty. The precise testing regime will depend on the system design, building use, fire risk assessment and the relevant British Standards, but a documented monthly functional test is a central part of effective maintenance.

What does a monthly emergency lighting test involve?

A monthly test is a short functional check. Its purpose is to confirm that every emergency luminaire, internally illuminated fire exit sign and associated control device operates when the normal lighting supply fails.

In most premises, the test is carried out by simulating a local mains failure using the emergency lighting test key switch or an automatic test facility. The fitting should change to battery operation and provide light. Maintained fittings should remain illuminated; non-maintained fittings should illuminate when the normal supply is interrupted.

The test duration should be long enough to confirm correct operation, but not so long that batteries are needlessly discharged. A monthly test is not the same as the annual full-duration discharge test. Good practice is to restore the mains supply promptly once operation has been confirmed, allowing batteries to recharge fully.

The person carrying out the check should look beyond whether a lamp is on. They should check that escape route luminaires are working, exit signs are visible and correctly positioned, indicator LEDs show normal charging where fitted, and there is no physical damage, contamination or obstruction affecting the light output.

Emergency lighting monthly test requirements in context

The legal duty comes from fire safety legislation, including the Regulatory Reform (Fire Safety) Order 2005 in England and Wales. It requires the responsible person to ensure that fire precautions are maintained in an efficient state, in efficient working order and in good repair. Equivalent duties apply across the UK under the relevant national fire safety legislation.

British Standards provide the practical framework that many businesses, enforcing authorities, insurers and competent service providers use to demonstrate suitable maintenance. BS 5266-1 covers the application of emergency lighting, while BS EN 50172 sets out requirements for emergency escape lighting systems and their testing. The emergency lighting system's original design documentation and manufacturers' instructions also matter.

This distinction is useful for facilities managers. The law does not simply say that every building must be tested on one identical timetable, because risks and systems vary. However, failing to conduct the routine testing expected by the applicable standards makes it harder to show that the system has been properly maintained.

A monthly test should therefore be treated as a planned compliance activity, not an informal walk-round completed when time permits. Assign ownership, set a recurring date and make sure cover is available when the usual responsible person is absent.

Avoid testing when it creates unnecessary risk

Testing can briefly alter normal lighting conditions and may trigger remote monitoring or fault reporting. Before starting, consider the impact on occupants, security staff and operational areas. Notify relevant people, particularly where the premises include care settings, schools, warehouses, public areas or shift work.

Where possible, test sections of a larger building in sequence. This limits disruption and makes it easier to identify the source of a fault. Do not leave an area without normal or emergency illumination where this would create a foreseeable risk.

If a fitting does not operate, arrange repair without delay. Until it is repaired, assess whether temporary lighting, additional controls or restrictions are needed. A failed light on a rarely used corridor may carry a different risk from a failed luminaire at a final exit, staircase or change of direction, but both need recorded action.

A practical monthly testing process

A consistent process reduces missed fittings and incomplete records. For larger or multi-site estates, use current emergency lighting plans and a fitting schedule so that the person testing can confirm every unit rather than relying on memory.

Before the test, check for reported faults and confirm whether a previous annual duration test has recently taken place. Batteries may still be recharging after a full discharge, so an immediate repeat test can give misleading results. Manufacturer guidance should determine the required recharge period.

Operate the test device and inspect each fitting in the affected area. Confirm that the emergency lamp or LED illuminates, exit signage is legible and any self-test indicator is showing the expected status. Check that light is not obscured by new racking, signage, partitions, decorations or changes to the layout.

Restore the normal supply, then check that fittings return to their normal condition and charging indicators are present where applicable. Finally, complete the logbook at the time of testing. A record completed weeks later is less useful and less defensible if there is an incident or audit.

What should the emergency lighting logbook record?

The logbook is evidence that testing has taken place and faults have been managed. It should be available to those responsible for fire safety and kept with other fire safety records.

Each entry should identify the date and time of the test, the area or fittings tested, the test type and duration, the name of the person completing it, and the outcome. Record all defects clearly, including failed lamps, damaged diffusers, missing signs, battery faults, charger faults and inaccessible fittings.

Just as importantly, record the corrective action. Include who was notified, any interim risk controls, the repair date and confirmation that the fitting passed a retest. Open faults without a documented follow-up can indicate a maintenance gap, even where the original test was completed correctly.

Digital records can be useful for multi-site organisations, provided they identify the assets tested and allow defects to be tracked through to closure. Paper logbooks remain acceptable when they are legible, current and securely retained.

Monthly tests are not the whole maintenance regime

Emergency lighting needs more than a monthly function test. A system may light briefly during a routine check but still fail to provide illumination for its required emergency duration. The annual full-duration test verifies battery performance over the rated period, commonly one or three hours depending on the system design and premises risk assessment.

Because this test discharges batteries, it should be planned carefully. The building may need additional controls while the batteries recharge, particularly if it operates overnight or has limited natural light. Testing at the end of the working day can be sensible for some offices, but it may not suit a 24-hour site, a care environment or a public venue.

Visual inspections, periodic servicing and prompt replacement of failed components are also needed. Older systems may require closer attention where battery types are reaching the end of their expected service life, fittings have been altered, or site layouts have changed since the original installation.

Changes to the building deserve particular attention. New partitions, storage layouts, mezzanines, altered escape routes or a change in occupancy can affect the emergency lighting design. A fitting that worked perfectly last month may no longer provide adequate coverage for the route people actually use.

When to use a competent emergency lighting provider

A trained in-house person can carry out straightforward routine checks where they understand the system, have access to the right test points and can recognise faults. However, professional support is usually appropriate for annual duration testing, fault diagnosis, replacement works, system extensions and any review following layout or use changes.

A competent provider can assess whether the installation remains aligned with the fire risk assessment and relevant standards, rather than simply replacing a failed fitting.
